It's a bit more complicated than that, USB keyboards using the HID
"boot protocol" are limited to reporting 6 pressed keys plus modifiers
like Shift and Alt. USB keyboards can however can also use the normal
HID report protocol to define their own report format which can have as
many keys as they want in it. However almost all keyboards only support
the boot protocol, even most gaming keyboards.
